Modibo I. Toure

Special Envoy on Shareholder Relations to the President of the African Development Bank; Former Malian Minister of Telecommunications; & Board Director, Economic Club of Africa in New York.

Modibo Toure has extensive experience in high-level government relations, development diplomacy, sensitive and complex negotiations and dialogue with national and regional entities, and building partnerships with both public and private sector institutions. In October 2018, he was appointed as Special Envoy of the President of the African Development Bank (AfDB) in charge of Shareholder Relations. In this capacity, he directly reports to, and advises the President of the Bank, on strategic issues for all 54 African member states, particularly in fostering and sustaining political support for the Bank’s resource mobilization initiatives. Mr. Toure brings to this role over 25 years of experience in the fields of development, international diplomacy, ministerial experience, banking, senior government relations, and high-level work with global as well as regional African economic communities and organizations (United Nations, African Union Commission, Southern African Development Community, Economic Community of West African States, East African Community, and Economic Community of Central African States).

Mr. Toure has served in fragile environments, post-conflict, low- and middle-income countries. From May 2016 to May 2018, he worked as Under-Secretary-General and Special Representative of the United Nations Secretary General, and Head of the UN Integrated Mission in Guinea Bissau. In this capacity, he provided intellectual and diplomatic leadership for the promotion of national reconciliation and inclusive political dialogue. Working closely with ECOWAS, the African Union Commission, as well as the European Union, he coordinated and facilitated international support for the country. From May 2013 to April 2016, he worked as Assistant Secretary General and Special Adviser, Office of the United Nations for the Great Lakes Region, based in Nairobi, Kenya. In this capacity, he spearheaded the United Nations’ efforts in supporting and monitoring the implementation of the Peace and Security Framework signed by 13 countries. From 1991 to 2006, he worked for the United Nations in Ethiopia (Head of the UN), Chad (Head of the UN), USA (Senior Desk Officer for 14 countries in Central and East Africa), Rwanda (Deputy Head of the UN), Djibouti (Deputy Head of the UN), and Burkina Faso (Program Officer).

Mr. Toure was Minister in the Government of the Republic of Mali in charge of New Technologies, Telecommunications, and Post Office. In this capacity, he designed the policy, institutional, regulatory, and legal blueprint for the country’s digital agenda. He also successfully coordinated the restructuring and modernization of the telecoms sector and laid the foundation for universal access of Mali’s rural communities to new technologies.

Mr. Toure began his international career in the private sector working for UPS, in Nashville, Tennessee, United States. He currently serves on the Board of Directors of Sterling Merchant Finance Limited. He is Executive Director of Amic Investment International SA and Chair of Amic Guinea Bissau. He holds an MBA from Vanderbilt University, United States.
